RTO India — My dl de-duplication

My name is prabakaran chakravarthi. I am a senior citizen. My dl needed renewal, on approaching online renewal process, i am informed that my dl needs de-duplication by krpuram, bangalore rto. On being approached the rto office workers were tight lipped about my need and was redirected to go thro agents, who demand rs. 8600 for a simple computer alteration to be done, so that i can apply for my dl renewal.
Why should i pay a bribe of rs. 8600?
