RTO India — non-receipt of rc book from mumbai thane rto office in last 5 months after name transfer of my car no, mh 01 p 5510

I have not received my rc book as yet despite of made the payment on 26th july 2017 against name transfer. I had received two sms from vk-vaahan on 26th july 2017 stating that mh[protected] received rs.2850/- against to fee vide receipt no mh4r[protected] and on 29th july 2017 stating that to transaction approved against vide receipt no mh4r[protected]. Rc under preparation. How the rc received by sheetala motor training school mira road without my authorization and now demanding huge money from me by calling. The system is to receive the rc book is send directly to me by post and rs.50/- was charged as postal fee. First of all after five months the rc book was not dispatched to my address by post as per the system and how did it hand over to any unauthorized person, who is now calling me and demanding money to give me the rc book.
