RTO India — Problem in application status and slot booking

Due to some technical issue Slot Booking not allowed. Reference: 212.102.51.246 this shows when slot booking

and when completing my application for my learning license i get stuck onapplication fee it shows the fee calculated is zero and does not proceed furthur
