RTO India — RC approval pending

Ear Sir,
I have purchased MG HECTOR car for personal use recently. I have made 100% payment on 30 the Sep and received the delivery of the car on 7th October. I have not yet received the RC book- digital or physical. As per the Vahan.Parivahan website, the dealer registration is done as of 28th Oct. The RC application is pending with new RC verification at mayur vihar since 28th Oct. However, there is no progress since more than 1 months. I have taken a vehicle in employer name and need to submit the RC book with bank immediately as employer has taken the loan on car, I have tried enquiring personally at the RTO office multiple times but there is no response from anyone at the office. This is causing me a lot of distress. A straight forward process shouldn’t be taking this long .
