RTO India — rc book not received yet

I got my vehicle FIAT PUNTO (2009) model from a person on MAY 2016. Applied for RC transfer to my name as I'm the new owner. Didn't get the RC book, inquired at RTO and went to regional post office (all happened in timeline of 2 years). Went to RMS and given application for DUPLICATED RC. Applied for DUPLICATE RC (OCTOBER 2018) given with latest address & phone number with xerox of proofs and given fees. Waited for another 4 months didn't get any update or any SMS. With the help of the agent we got VEHICLE PARTICULARS printout with RTO SEAL (TOLD from RTO to use as RC BOOK ).

3 Years and RC book not received yet, even after applying for the DUPLICATE RC didn't received with updated address and not any service SMS regarding RC. So I'm requesting you to find my RC-BOOK/DUPLICATE for getting and using it further.
