RTO India — rc not received yet after 2 month of registration

I have purchased a a new bike on 29th october 2017 and vehicle registered on 2nd november 2017 and showroom agent said rc will be come on your address. On 18th dec i got a sms from vahan tha my rc dispatched through speedpost and also a tracking number given by them which is ed[protected]in.
But from 18th dec to till now this tracking number not available to track and speedpost office said that with this number there is no booking and sender told you in advance.
And authority said they dispatched the rc so plz solve my problem.
