Rto India — replacement of dl - after 75 days yet the license is not issued

I have applied for replacement of DL in Vadodara RTO with all the processes and submitted all the documents. Now its been more than 75 days and yet I have not received the license.
When I have checked about the status in the below link it is showing as "APPROVAL OF ENDORSEMENTS ON DL" in the Application Process Stage.

So my question is:
1) Is it so that I did a mistake of not approaching an agent and did all the process directly?
2) Do the Government want the citizens to get the work done through unauthorised agents?
3)Are my documents lost?
4) Or there is an issue of non willingness to work fast.

Now, there is no helpline number where I can contact for getting the problem resolved.
Need help to get the license.
