I am also a physically handicapped person affected by polio in my left leg. I own a Tata Nano automatic car, which I recently retrofitted with Push-pull attachment as per RTO instructions to convert it to INVALID CARRIAGE to obtain licence. I spent Rs.30, 000/- for retro-fitment. I also didn't require any retro-fitment as I am able to operate the car with my right leg since it is automatic. I contacted Jayanagar RTO, Bangalore for converting the car to INVALID CARRIAGE many times. The response was very bad and disgusting. None of the staff members are aware of the rules. They do not treat the physically handicapped persons or seniors with dignity or respect. RTO as well as ARTO are not courteous. I am a 63 years old man with physical disability. Finally one RTO staff was kind enough to guide me to ARTO. I explained him everything. He told me that they have stopped now this practice of converting the vehicle to INVALID CARRIAGE. He instructed me to apply for learners licence online and subsequently we will convert the vehicle to INVALID CARRIAGE. Today, I contacted him for learners licence, which I had applied online for today's slot and told him that as per your instructions I have come today for learners licence. He curtly replied saying I have not told you at all. He told me to go to counter No.4 and get the vehicle verified for modification. I went to the said counter and nobody gave proper information. Finally, I was told by one of the staff member to submit the document and pay the fees for converting it to INVALID CARRIAGE. But he did not give me any assurance or confidence for converting the car to INVALID CARRIAGE. Everybody knows that if any fees is paid to government it will not come back.

I would like to add here that I contacted the government hospital for medical certificate in this regard. I visited the hospital at least 5 times with my disability. There also staff members as well as the doctors ask bribe. It is disgraceful that doctors who are in the noble profession ask for bribe. I was forced to spend Rs.3000/- from my pocket for getting the medical certificate done as required by RTO. Nothing moves or works in this country without bribe.

I am writing this with deep pain and regret that the system in India has not changed at all and will not change for better. I have lost whatever little hope I had in this system. I hope some responsible person in the authority will intervene and sort out this issue.

I tried several times but im unable to pay the fees for my learning licence test exam.
Every payment system is working well in my device but this RTO server has stopped me do to any further process.
Kindly resolve
