Rto — RTO Service Not Enabled For This RTO

I am from Pune. I have to correct my date of birth and name in Driving License so I complete the online process of it . After that I made payment and downloaded the receipt .

As the part of procedure I have to book an appointment so I was trying to book a slot . its throwing error of "Service Not Enabled For This RTO".

If service is not enable for my RTO then why have you accepted my payment. Also why didn't you inform about this before making payment .
