Shopyaro.com / Webtel Technology India Limited — no money refund or product not delivered

I have ordered Redmi Note 5 pro on 2nd June'18 in www.shayaro.com website through PhonePe. My order ID is 18548416, but till date item not delivered. Company said that your item will be delivered on 08th Jun 18. After that when I didn't received the item then i try to contact by phone as well as mail but no response from that. On website they kept " Due to Some Issue With Seller, We are refunding all order & refund Complete within 15 working Days. if you do not receive your refund within 15 Days then contact [protected]@shopyaro.com". But till now my money not refunded. And now phone, live chat and mails services of the company also not working. Now how I could get my money refund of Rs.13, 999/- which I paid for this. I have chatting history too, where chat operator confirmed about the product delivery on 8th jun'18 which is not happened and saw the message on there website they are refunding the money which is also not happen.

Please help.
