Spinny — Not refunding withheld amount although car has been sold

My car Hyundai Eon was sold to Spinny who withheld an amount of Rs. 5000/- to be returned to me when the car got resolved. The RTO where the car was being sold took my submission regarding verification of documents via video conferencing. The car was sold. However since, as per the agreement with Spinny, I did not go personally to the RTO to get verified, I will not be reimbursed the Rs. 5000/-, although the car was resolved. This is harassment of a senior citizen( I am 64 yrs old). I need my hard earned money back.
