Standard Chartered Bank — Credit card closure and card account issue

Hi, I was staying at Bangalore and was the Standard chartered Manhattan card(ending with 8686) from past 2 years. There was also a card account associated to my parental and self insurance EMI that I have bought thru this bank.I have been paying thru online using standard chartered website for both credit card and the regular EMIs.During July 2013, they have reissues the credit card by introducing new PIN and they have sent the new card to my Bangalore address, I was out of country and the card has been sent back.Mean while I was continuously following up for the new card and they have said the credit card has been blocked as I have not received the new card and the card account for which I was paying EMI has closed at once and they are asking me to pay the entire amount of around Rs.45000 at once. During Jan 2014, I have moved to Hyderabad and I have requested for the new card to be dispatched to my new address.They have come to my new address enquired my deatils and updated the address, but the new card is not dispatched and also they are asking me to pay the entire amount related to my card account(around Rs.45000)I have continuously followed thru mail chain and asked me to provide the new card and activate my online account so that I can continue my EMIs.But they have replied saying due to "Bank internal credit issue" they were not able to sent the new card and activate the online account. Because of their problem I have been suffering with huge amount to be paid at once and every time I follow up with them they are giving a generic answer and not doing anything that could help me in closing my credit card.Please take this complaint seriously and provide justice. Customer care called and told will get back but no action taken.Also, again statement generated with interest applied.The worst bank to deal and not to recomment for anyone.
