Standard Chartered Bank — fee for foreign currency exchange clearance certificate

I recieved mail from calvin barry who is the head of international remittance department. He asked fee as 45k in indian rupees for the clearance certificate.

I just need to know is he is ur head of international remittance department.

I just need to know is there any certificate like that and if yes the fee is how much??
