Standard Chartered Bank — Payment issue even after surrendering the additional Card issued with Credit Card

I have a long waiting issue with Standard Chartered Bank, which I had pointed out over the phone to SCB customer Care many times in last 4.5 yrs but it landed on deaf ears, I suppose. Here I am trying to escalate it in this forum with the hope that I will get some positive response this time. I was holding SCB credit card # [protected] since July 2008 (exp date : July 2011). With this card, I was offered a Dining Plus card # 33 12518 on Feb 2009 for which I was paying around Rs. 400/- per month. In Sep 2009, I felt that I was not utilizing the Dining Plus card and decided to cancel it by using SCB's phone banking service. The customer care executive took my card cancellation request and I was asked to sent back the kit received with the Dining Plus card to their Chennai address and destroy the card. I explicitly asked the person if I would be charged for this dining card again and she said NO. I then dispatched the kit to the address given to me. But to my surprised, my next month statement reflected a sum of Rs. 2000/- approx against my Dining Plus card. I called up customer care to clarify the issue and I was asked by some senior member of SCB customer care team, to pay the balance amount leaving Rs. 2000/- as this was not supposed to be charged. I made the payment as instructed. Thereafter, I decided not to use my SCB credit card until the issue gets resolved. After few days, I called back again to check if the issue was resolved but I did not get any positive reply and the person said that they were still looking into that. Now, next month again, this payment showed up on my statement with interest charges. This annoyed me and I spoke to their phone banking officer yet again. Nothing changed this time too and I got same old reply even after number of follow ups. Finally, I decided to leave this issue and kept quite. I got no communication for SCB for a long time and then on one fine day, I got call from their recovery team to make the balance payment which grew many folds by then. I asked them to get the issue resolved and I will make a justified payment. However, they refused to speak over the issue. Thereafter, I started receiving multiple calls to make the payment and people tried to even frighten me over the phone. They used bad and harsh tone which I could not digest. It is always me who tried to resolve the issue but bank never supported. Nor they took any action apart from harassing me over the phone and demanding for big money. Although, I have no faith in SCB anymore but still trying to get out of this nuisance. Hoping to get an early response and some solution which suits to both o[censored]s.
