TalkCharge — Fraud recharge amount, deducted but not recharge or no refund

Today PM appeal Online transaction but many company fraud, I recharge by "www.talkcharge.com" .but no recharge but deduct amt my wallet.
please inform me, If fraud by online company please inform where?

Your side(www.talkcharge.com) cheat, Ist withdrawn bank complain & pass 2 month not refund Amt . I wait 1 week & then complain consumer forum.
Use side payment refund policy 24-48 hrs but my case pass 8 month but not refund any amt.
