Tata Motors — RC have been transferred of old car by agency

I exchanged my tata indigo eglx no hp723686 with mohali automobile pvt ltd on 30/09/2019. I purchased new tata tiago xz on the same date. My old car was purchased by agency at nangal in rs 110000/-. They sold my car to someone without rc transfer. And they are forcing me to pay for noc and other charges.
