Tata Sky — Asking for service charge when there is a set top box failure

After the recharge of INR 424, there seems to be a problem with the Set Top box as it is logging it off as soon as I select to see the HD channels. However, there is no problem in viewing the normal channels. When called the Call Centre, I was told that there would be a charge of INR 170. I am told that there is a problem with the set top box and might have to be replaced. Please check the record as the box was purchased in Oct/Nov.
I am totally clueless on the below points:

1. Why do I have to pay the charges if the technician comes to check the device (though normal programmes are running fine).
2. A company like TATA is selling the low quality Set Top Box- The box was purchased on Oct/Nov 15 with no receipts and warranty. I am told that he warranty expires within a month from the DOP. Moreover, there is no information if i am getting a brand new box. The old ones are replaced by the company and might be possible that it is sold (as a new box) to the new consumer after getting it repaired.
3.There is no transparency between the 3rd party technicians as it would be their motive to sell the product rather than reparing it. They are there to get revenues and doesn't cares if the customers are satisfied or not.

I am thinking of switching to other company as I dont think a company like TATA can do such things to the customer.

INR 170 is a nominal amount but it is strange to hear that a technician will charge from the consumer in case there is a technical fault from the company.
