Tata Sky — billing issue

I uninstall my tata sky on 15 june 2014 on that day i have more than 800 rs of balance in my account every time the tata sky costumer care exacutive told me that we will dont charge any singe rupee till u install your tata sky but today my account balance is 0 now thay asking to me it is our policy that we will charge you daily charges its your problam when you install your tata sky but my tata sky is still not installed. please solve my problam as soon as possible thank you siddhartha singh
