Tata Sky — customer care not responding to activate the pack after new installation

two days back after new tatasky installation, cc is not responding my request to activate two regional packs(odia and bengali).they are telling, syster is down, call after some time or playing the prerecorded tape...OUR PERSONS ARE BUSY ATTENDING OTHER CUSTOMER, PLS CALL AFTER SOMETIME, night time they r fully sleeping.
