Tata Sky — English movies channels are not available

I am forwarding my grievences, which is against Tatasky. I have talked 15 times to tata sky customer care and 10 times i have lodge the complaint via mails regarding english movies channels are not coming for the last 40 days but no technician has visited my home for the last 20 days. The service of tata sky is just pathetic Further, I want to know consumer court in/around Fazilka, where I can lodge complaint and also a PIL (procedure) against Tatasky besides various concerned ministries... Pl. read and advise...
