Tata Sky — Non installation of Tata Sky

I have shifted to a new location in mumbai but the tata sky has not been installed. on giving a request to the company, they replied that they cannot install it as there is no signal in that area but while selling they had told that there will be signal at all the places where there will be mobile network and there is strong mobile network in the area. Moreover different companies have installed their set box in the adjoining areas. My subscriber id is [protected].
