Tata Sky — service rendered by technician with issue regarding signal

There has been a appointment scheduled, 3 times in a month but the technician doesn't show up. And finally the priority appointment fixed at 10 in the morning on 22 April, and when I tried to contact the technician and said about the appointment the technician rudely says that he is not going to visit at 10 and rather whenever he wants...
