Tata Sky — taking additional charges for free channels

As our network is tatasky. There have mentioned as "130 free channels" but they are making charges for those free channels and also the free channels are not usefull as per the user required. If this payment must be done. Why do they say it as free channels? Can you plz solve this problem.
As i called customer care to known about the free channels but they said it is much as per government. If it must why do they mention as free channels?
