Telangana Southern Power Distribution Company [TSSPDCL] — Meter scanning not working to get bill

Address:vinayak nagar, hyderabad, telangana

Billing person came from TSSPDCL dept. to scan the meter and generate electricity bill. But he was unable to generate bill from his machine, time out error was coming. He mentioned that "the scanner of the meter is having issue. And whole meter needs to be replaced." It would cost 3000 rs. I can see reading is working fine in meter, light is blinking. Not sure what's wrong in scanning device. On what basis meter will be replaced? Is this should be done free of cost as it is not burnt out? Please help!!!
