Times Of India — not getting complete set of paper

I am an avid reader of toi, and reading it for more than 40 years or so...
These day, we are residing in gurgaon sector 10a since jan.2015..
Very often my newspaperwala don't gives us complete set as mention in the newspaper. When asked the reason, he simply says""whatever we receive we deliver "...
According to him this mistake is from the office from where it is being despatched...
I request you to please look into the matter, so that we enjoy reading fully.
