Times Of India — Not refunding the money by vender

I purchased one year times of India subscription in Chandigarh IN the name of chumki Sinha and mobile number... [protected]. As I have been transferred from chandigarh to Kolkata I refunded all coupons to vender on 03 April and he told that rest money will be refunded. Now neither he is refunding nor attending my phone. Please block those coupons and if possible get me refund. Because vender has cheated me fraudulently.
