Tommy Hilfiger — Defected Product and are not ready to give the refund

I purchased a Tommy Hilfiger spectacles almost a year ago. The spectacle was getting discolored so I complained regarding it. At first the shopowner was not accepting it as a complaint after repeated complaint he accepted it and told me to courier the product to sterling optics, Mumbai. I being a resident of Kolkata told that it won't be possible for me to see the new frame which he might provide . so they suggested that they will show me the picture I said ok . After that I couriered the product and now they are neither providing me a refund nor a new same product . They are providing me only three choices which are only good for 60 year old person. I being a 20year old guy I rejected them and gave them three choices. 1. Provide me an option to choose a frame at local shop 2. Provide me the same frame in new condition 3. Refund me my money back. They were not agreeing to it then I said that I will report this to consumer forum and they were not even afraid of this they said that you may do so. I being a student of IIT atleast expect such a small favour from Indian government . Please help me out
