Trai — airtel and vodafone service providers sending messages on discontinuation of service

Despite being directed by trai not to disconnect services if there is sufficient balance amount available on the account airtel cut rs. 23 from my main balance for validity and again sending the same message for this month and vodafone disconnected my service unless i recharged it with rs. 35 despite having minimum balance.
Despite getting recharged my numbers regularly for top-up as they were having lifetime validity i am receiving these messages and facing this problem of disconnection of service.
