Travel Guru — Paid amount not refunded after hotel denied checkin

I booked 2 rooms via Travel Guru in hotel Housez43 in Kolkata for 16th Dec (check-in) and 17th Dec (check-out)
I made full payment via Travel Guru website and had a confirmation voucher for check-in
I read all the terms and conditions and carried my valid ID (Driver's license) for check-in.
I had 2 colleagues with me (one male and one female) who were also checking in with me and were also carrying valid ID proof (Driver's license)
I, along with my colleagues, were denied check-in to the hotel due to local ID proof. They mentioned that it is their policy to not let people with local ID check-in to their hotel.
I respected their policy and did not argue with them, instead I called up Travel Guru several times trying to convince them for a refund of the money (close to Rs. 6000)
Travel guru spoke to the hotel and denied any refund on the grounds that the above is a "PAN India rule" and that the rule says that you can't check in to any hotel in India with a local ID proof.
I never heard of this rule and challenged Travel Guru that their voucher did not mention this in the "Terms and Conditions" and the service desk representative told me that I should know all legal regulations before checking in to a hotel. They also told me that I had a female colleague with us and that is also against the law and that I should have carried a marriage certificate with me.
However, the hotel knew in advance that we had a female colleague checking in with us and they had no issues with that. Travel Guru was making this an issue just to make their stand against the re fund.
They emphasized that I was breaking a law and there is no way they can process a refund of money.

Again, the terms and conditions on the voucher only mentioned that I should have a valid ID proof (for example DL), which all o[censored]s were carrying.

I checked the website of The Hotel Association of India (HAI) and spoke to my lawyer and found out that there is no law that prohibits customers with local ID check into a hotel. Neither is there a law against unmarried couple checking in to a hotel.

All I wanted was a refund of the money because Travel Guru did not provide me with clear terms and conditions before taking my money and are now shrugging off any responsibilities for the refund.
