Vodafone India — incoming calls are barred-vodafone prepaid

Incoming calls are barred and full balance deducted every 28 days. I am not making any calls but my balance becomes zero after 28 days automatically. Incoming calls are barred after 38 days which is against trai rules. This is happening for the past 2 months. Incoming calls should not get barred automatically after 38 days & balance should not get deducted after 28 days.
