West Bengal State Electricity Distribution Company [WBSEDCL] — Wrong meter reading

I get my bill via online and sms. Because wbsedcl sent a sms at the time of meter reading no one present. So wbsedcl sent quarterly bill by estimate. According the bill, meter reading showing 3731.00 but actually meter showing 3631.00. There is 100 unit difference between actual meter reading and bill. So I launched 2 time online complaint but within one day complaint status showing closed without any resolution. So I approached wbsedcl BANSDRONI CCC OFFICE with proper application, they refused to accept the application and said there is nothing to do further. That's kind of rude behaviour not espected.

Please help, I want rectify this faulty bill immediately with proper resolution.
