I am glad to help you out. Based on your post, it may be a hardware issue. For your information, there might be a bad sector in the HDD; due to that its stuck during format. I’d suggest you, just cancel the format and unplug the HDD. After that plugin and reformat the HDD with quick format option. If you are unable to do format, I give you some more basic steps that may help you to solve the issue.
1) Go into Disk Management and in the bottom-right panel look for a ribbon which labelled as RAW and has no drive name.
2) For Assign the letter, right-click on that & choose Change Drive Letters and Paths.
3) Click Add and accept the default letter or choose preferred letter from list.
4) Click OK.
If possible, try to connect WD My Passport with another working computer and run the Windows Data Lifeguard Diagnostics in system. Please refer to the link below for Windows Data Lifeguard Diagnostics:

I am sorry to hear about it. Based on your post, it may be a hardware issue. For data recovery, you can try the data recover software’s. If the data is very important and you want to recover it, there is possibility to cover by data recovery companies.
