ACT Fibernet — Cheating the custmers with low band width than whta they have promised

Worst service and cheating the custmers. I am paying around 1500 per month and it is a 60 GB plan with 30 mbps speed. Every time when I check the speed it wiould be less than 100 kbps. It is not only for me but also all people who has taken their service Please do some thing to them atleast some fine or penalty.
