ACT Fibernet — discontinuation/non existent customer care/refund

Since june 8th, i have been trying to contact act via email, customer care helpline ([protected], [protected], [protected]), chat, app, etc.
There had been no response for over 20 days. Their chat doesn't work. Their app does not address the issue. Trying the helpline number and it is always busy and does not connect or puts me on hold for 20 + mins before any one answers.
I initially asked for details about how to use the netflix service that they billed me for. To which there was no information given by call or email. After roughly 20 days (In which there were three days of no internet and no explanation), i got someone on the phone after having tried getting through to an executive and staying on hold for 20 plus minutes. At that point i wanted both my connections cancelled. I have since been getting calls about customer care feedback but no resolution to the actual cancellation issue. I was told by the nodal office that i will receive a call about the refund details (Since i had paid in june for 6 months of service) after the 30th, as it is the date for deactivation. I have still not received an sms, email or any kind of confirmation about the amount or processing of refund. I tried calling the helpline today as well. I was put on hold again in excess of 15 minutes before i got to talk to someone. I was told that only one account has been deactivated and was then about to be transferred to the cancellation department, when the phone was cut. After a cut call, an sms was sent to my registered number asking me to download the app to register a complaint. Once again, the app is useless unless you are checking usage or registering a connectivity complaint. There was no call back even though they had my number to check the status of the connections registered to it. I called back again and same drill all over. Put on hold for 20 mins... Someone answers... Transfers call to the cancellation department... Phone gets cut... Sms to dowload app... No call back. I have had multiple calls from their nodal offices and have had to explain the situation and reasons for cancellations over 6-7 times in detail to 6-7 different people over the last couple of weeks. The amount for both connections put together plus the netflix usage they charged me for without giving any further details is around 14k. Atleast 10-12 "tickets" have been registered and closed over the last 15 days without any kind of information or call back. My account numbers are[protected],[protected]

It has been 10 days since both the accounts were supposed to be disconnected. Still no call/sms/email about the status and amount of refund.

My parents moved from there current home.. we are trying to disconenct ACT as they are not going to stay there . They have moved with us .. we are still not able to disconnect the ACT
