ACT Fibernet — no response on the refund request since past 15 days

ACT team is not responding any communication so far since 15 days for my refund request. Even after copying appellate and nodal office mail IDs there is no response. Have tried calling their customer care and they are so rude that they say this is all the info we can give and nothing else can be done. I made a mistake by opting for ACT service. Is there any bit of responsibility with you guys?
First they did not do proper feasibility study and took money for connection and later they said connection is not feasible. Even after repeated mails and calls to customer care there is no response.
