ACT Fibernet — Relocation/Shifting Charge

I am an existing customer of act fibernet. I am shifting my residence another place where they already have the feasibility and networking installed. Why is the charge for shifting applicable here?

The charges the customer care said for this is rupee 650, while we already have the cables installed inside the house by the builder, what is this cost for?
