ACT Fibernet — there is no option to downgrade now act plan to 999 plan

I want to downgrade my ACT plan to 999 from 1099 I hardly use 200gb and1000gb is too much for our usage.hebce I raised it with ACT customer care.But his answer was shocking..he said there is no option to downgrade from 1099 to 999plan only upgrade option is possible.while initiating the connection ACT executive said if you think 1000gb is too much you can change your plan to 999 añytime.Hence I proceeded with 1099 plan

Now I am not able to change into 999 plan.As j am depressed I wanted to surrender this connection.hence I decided to close this connection..when I approached to close the connection they are claiming that we need to pay for router which we have already paid.I am helpless.
