ACT Fibernet — They are inactive in picking the calls

I m trying to contact the customer care of act people from four days each time i call i ll hear a busy tone for nearly ten minutes still thy wont pick my call (note:- calls are chargeable )and yet my problem has not been solved please get back to me with this issue .
