There is no special settings for 3G, Already your datacard indicates blue light so without any doubt its working in 3G network. Even though there is an option to increase your speed. Please follow the instruction below.
Go to >
Tools>
Options>
General>
there will be two connection types RAS and NDIS
select NDIS and then click on OK
Again come back to
Tools>
Options>
Network>
Select Network type as WCDMA only
And then remove your device, change the usb port and plug it will be working propery.
