I would like to change my mobile network from Airtel to other network through MNP

Error message from +911901
UPC cannot be generated as there are subsisting contractual obligations with your service provider. please contact your service provider for further assistance
Regarding this issue many times i called airtel customer care 198 and 121,
even visited airtel stores near by me. no proper response.
also wrote email complain to [protected]@airtel.com ; [protected]@in.airtel.com no reply from them also.
request you to necessary action on Airtel and resolve it immediately
