Airtel — charged 4000 for isd but failed to provide service

Sir/Madam,
I am a Airtel customer since many years now. I am very disappointed with Airtel service and this is a official complaint from my end.
I had been on International Tour to Bhutan and had taken a pack for the same for 4000/- but i wasn't able to make any outgoing calls or use my internet. after repeated calls to airtel customer care from there, i was told i need to have some amount talk time amount to be able to use the 4000/- pack, hence i recharged 500/- immediately but even after that i wasn't able to make any calls or use the internet.
I have always admired Airtel for its service but this was the most irritating and exhausting experience i had with Airtel in terms of your packages and customer service. Each call made to Airtel customer care took me at least 15 to 20 mins to be able to talk to your executive and even after multiple calls there was no support from your end. it was a 10 days trip and i was left without network after spending 4500/-
My Travel period dates are 5th may to 15th May 2018, and in that i have made various calls for complaint and one such ref that i can provise ia on 9th may - complaint no [protected]
Also later for a complaint made after i was back - [protected], i spoke to the supervisor and there was a call arranged next day from higher authority and they confirmed refund would be initiated. After waiting for 2 weeks, i called again on 31/05/18 - complaint ref no - [protected] and now they suddenly say that they see usage in the no and refund cant happen. i have used the local no of BHUTAN and made ISD call to AIRTEL CUSTOMER CARE in INDIA. if i had the network working properly, why would i waste my time and BHUTAN CURRENCY to make complaints from there???
I need a refund of the said amount in my card from which the payment was made on a immediate basis since you failed to provide me service. 4500/- is not a small amount and for the number of problems i had to go through and the inconveniences caused makes me want to take a very strict action against Airtel.

With regards to complaints made earlier - 9th may - complaint no [protected], Complaint no - [protected], and complaint ref no - [protected] among all the calls i have made, Airtel charges 4000/- for ISD pack out of which nothing was used due to airtel's lack of service. Earlier they agreed to initiate a refund and now they say they will give only 2000/- back and that too in the way of talktime!
who wants talktime? it would last me for a year and i prefer packs rather than talktime. And y should i forgo 50% of the amount? the fact that they arent being honest and not taking responsibility for their lack of service, makes me want to disconnect all me airtel nos.
i need a full refund of 4000/- in my bank account and not as a talktime!
