Airtel — Charging twice by misleading customer and not refunding

I did a recharge on my moms num [protected] for unlimited talktime pack which cost rs 719 and after discount it is 705 on 28th january and after sometime I got a text message that the recharge has been failed and if the money has been debited then it will be refunded in next 4 -5 working days. so next day I recharged same pack for 705 assuming the previous recharge was not successful. yesterday when i saw my credit card statement. there were 2 charges on Rs 705 . I contcted Airtel customer asking for refund for previous recharge for which they denied. I asked them to make me talk with their manager, for which they said that their manager name FARHAD will be contacting me in next 4 hrs. I didnt recieved any callback from any Airtel manager till yet. This is completely misleading information to customers by texting the customers that recharge has been failed and charging them twice. As per consumer protection act 1986 any misleading information provided by company should be penalised upto 10lkhs.
