Airtel — Extra Money charged by airtel stores

Sir my airtel sim had broken and I had re-issued the sim from the airtel store situated at " outside dhawan coony, ferozepur city (152002) " on 26th june. The owner of the store had asked for my id proof and charged me Rs. 100 When I asked him that the actual charges are Rs. 25 and why was he charging Rs. 100 which is 4 times from me. I told him that I had re-issued my other airtel sim from chandigarh where I was charged Rs. 25. Then he replied that at chandigarh Airtel itself pay the rents for the stores whereas in ferozepur we ourselves had to pay rent for the airtel stores, so he was charging Rs. 100 from me. The argue is not about the extra Rs. 75 he charged from me. The thing is that if he has charged me Rs. 100. It means he is charging 4 times from every customer which is wrong according to me.
