Airtel — international roaming - one time charges

A tariff of 3600 for using internet on roaming has been levied along with one time set up fee for each day (12 days @649) which is an additional 7788.
I have activated a monthly roaming pack for 3999.

Could the airtel customer care have informed me to subscribe to a monthly pack earlier instead of levying daily packs..

Now of the daily packs are anyways getting levied, why is there regular tariff charged?

Follow up:
They mention that I should be paying about INR 37 lakhs if they haven't activated 1-day packs automatically. Two questions in this context:
If my credit limit is INR 28000, Doesn't Airtel have a way to warn me of exceeding the same?
If they could apply a day pack when I exceed my limit, couldn't they apply a 10-day pack or 30- day pack instead?

A point to note here is that international roaming tariff is INR 716/MB and if you activate a pack, it is INR 3/MB.

Not sure how many fools they make out of customer.
