Airtel — ownership change request reg.

I am using airtel from 2000 on it&c dept of the then government.
I am holding the distinction of helping bharti airtel during its early days in establishing it's service network all over ap.
We in it&c were responsible for providing major share of government connections.
Everything was done in good faith.
I am now struggling to change my mobile connection on to my name after 11 years of my retirement.
It's not being considered on lame excuses even after submitting necessary permission/no objection from government.
I need the connection on my name for better operability.
I have been keeping the concerned trai authorities posted.
If i don't get complaince i am prepared to escalate it to any level besides stopping my payments for the first time since 2000.
