Airtel — payments bank cheating

I am using airtel payments bank service with [protected] number.
I did transfers on 6th nov 2017. Money is debited from my payments bank but not credited to beneficiary. So far there no refund to payments bank.

I went through all pains with their customer care with the following complaint numbers. All are closed but no resolution.

Please advice me if i have legal cheating case on payments bank.
