Airtel — poorest service

I am using airtel cellular phone service for last seven year, but now a days especially when try to make a call i am hearing a sweet voice telling that "all the lines in this route are currently busy" more than 10 times. According to the trai regulation (If am wrong kindly correct me) i don't think it is acceptable and i am ending up in wasting just trying. Why this kind of bloody hail service airtel is giving... I just not getting why mister sunil mittal has falling down there company reputaion like this... Sometimes its feel like airtel is bloody damn cheater. Plz solve this issue.
