Airtel — postpaid bill showing international roaming data charges due to network latching in border area

Recently I visited a remote place in Arunachal Pradesh due to service exigency. I did not cross international border but I did travelled in the Indian area adjacent to the Bhutan border. To my shear surprise my postpaid bill reflected international roaming charges for about 30mins of data usage amounting to around 550 rupees. Being in India why should I pay for international roaming when I have not crossed the border. When contacted Airtel customer care told that I have to pay. It's surprising being in India why should I pay for international roaming when I have not crossed the border.
