Airtel — service charge for sim swapping

Dear consumer complaint forum,

I visited to one of the airtel office in banashankari 3rd stage in bengaluru for getting new a sim card as my card was damaged.
I was given a new sim card and was told that the new sim will be activated within 4 hours and was told to pay up 25 rupees as service charge.
I paid them and asked for a receipt but i was denied a receipt and was told they do not offer any receipt for the 25 rupees.
I talked to a couple of them in the store but all of them told the same thing.
I asked them i[censored] will get a message from airtel for the charges and they said no.
Is this even a good business?
I am having my own doubts.
I called the customer care and asked about the process and asked if there are any charges and i was told there is a 25 rupees charge but when asked if i will get a receipt, i was told to contact the store itself.

Request your kind intervention into this matter and help me understand the process and get me the receipt or my money back.
