Andhra Bank — complaint about money deduction though my transaction through upi failed.

Mobile recharge in phonepe upi is failed on 15th april 2020 at 10:10 am today.
The transaction id for the recharge is n2004151007578822195104. The money is deducted from my account and the utr no is[protected].
So i'm requesting you to resolve the issue and provide a refund of my amount of rs. 149 /- as possible as.

Someone has called to number which i wanted to recharge. In truecaller it's showing as a bank fraud asking to maintain minimum balance.
What is the necessity to maintain minimum balance as the fault is happened by the company(i think i.e., airtel).
The person who called need to call to this number [protected] to directly interact because the number holder which i wanted to recharge doesn't know other languages.
